This is the El Centro project on Pacific Avenue in Santa Cruz, California constructed after the Loma Prieta earthquake.
The ground floor included retail space along the street front with a food court at the back.
All of the original tenants were placed through an incubator project designed to provide business opportunities to low income residents with entrepreneurial skills.
Additionally, there are four floors of SRO units above the commercial space.
Kim Frentz was the project manager for the ground floor commercial space, including retail and restaurant operations.
She also managed the implementation of the incubator, planning and construction of the tenant im-
provements, and lease administration.
