DEVELOPED IN-HOUSE COMMERCIAL PROPERTY MAN- AGEMENT SYSTEMS, INCLUDING:

• Made recommendations for commercial incubator lease
  (with review by legal counsel).
• Made recommendations for management software.
• Established Rules and Regulations for commercial tenants.
• Structured Merchants' Association bylaws.
• Designed Property Management Policies and Procedures.
• Provided ongoing support for on-site property manager.


PROVIDED CONSTRUCTION MANAGEMENT FOR TENANT IMPROVEMENTS, INVOLVING:

• Creating floorplans for permitting and construction bidding
   for ice cream shop, produce market, Mexican market and
   beauty shop.
• Securing space planners and managing design process for
   restaurant tenants.
• Obtaining health permits for all businesses.
• Monitoring building permit process.
• Managing construction bid process.
• Monitoring construction contracts and managed contractors.


Follow-up: The incubator building ("Plaza Vigil") was substantially completed in May 1996 with eleven Incubator businesses operating. A system of support services and technical assistance has been implemented and is being used to assist and monitor these businesses.
